A group of bipartisan Senators is urging the Environmental Protection Agency (EPA) to increase the required production levels of biomass-based diesel, including biodiesel, under the federal Renewable Fuel Standard (RFS). This call is aimed at supporting the biofuel sector, promoting energy security, and protecting rural economies.
The initiative is led by Senator Chuck Grassley and joined by 15 other Senators, including Senator Amy Klobuchar and Senator Joni Ernst. Their joint letter to the EPA highlights the need for higher biofuel targets that reflect the actual capacity and demand of the industry.
Leaders in the biofuel sector are welcoming this move, stressing its importance to the industry’s future. Industry officials noted that many biodiesel production plants are currently operating below capacity or have shut down due to market uncertainty and low volume targets. They argue that raising RFS volumes will provide the necessary confidence for producers to continue investing in clean, renewable fuels.
The biodiesel sector is pushing for a target of 5.25 billion gallons of biomass-based diesel for 2026. Supporters say this figure represents the industry’s ability to deliver sustainable fuel solutions while meeting growing market demands.
Biodiesel also offers key benefits to agriculture, especially in states with high soybean production. It creates a reliable domestic market for soybean oil and other feedstocks, providing stability to farmers in the face of international competition and unpredictable markets.
“Biodiesel provides a vital market for soybeans and other feedstocks grown right here in Iowa while allowing farmers to participate in American energy production,” said Swart. “The RFS has long been a key driver of demand for our crops, and increasing biofuel volumes will ensure continued investment in rural communities while helping farmers remain competitive. With increased international competition and market uncertainty for soybeans, ensuring strong domestic demand through the RFS is more important than ever.”
The Senators' letter also emphasizes the environmental advantages of biodiesel and calls for multi-year volume commitments from the EPA. This would help producers plan for the future and continue delivering low-carbon fuel options to the market.
Industry representatives now await EPA action to align RFS targets with industry potential, which they believe is crucial for job creation and rural development.
