Farm Groups Advocate for a Robust Safety Net in the Upcoming Farm Bill


Iowa farm groups are rallying behind the need for a stronger safety net for farmers as Congress prepares to reauthorize the key agriculture bill for 2023. Recognizing the mounting challenges faced by farmers, such as escalating production costs and market uncertainties, these groups are urging lawmakers to increase baseline funding for crucial programs like crop insurance. This move would help mitigate losses caused by natural disasters or low revenue, providing a lifeline for farmers grappling with financial strain.

The current farm bill, last passed in 2018, needs to be reauthorized by fall of this year to maintain the functionality of essential programs. Production and input costs have surged significantly since 2020, far outpacing inflation rates. Reports from Iowa State University indicate that the cost of corn production in 2023 could reach between $930 and $1,115 per acre, a steep increase from estimates in 2019.

Moreover, farm organizations are highlighting the impact of consolidation within the industry, both in input suppliers and marketplaces. The dominance of a few corporations controlling seed, pesticide, and livestock markets has contributed to the rising costs faced by farmers. To address this issue, farm advocates are calling for a competition title within the farm bill, promoting transparent and fair market practices driven by supply and demand forces.

Iowa's congressional delegation, including Sens. Chuck Grassley and Joni Ernst, as well as Reps. Randy Feenstra and Zach Nunn, have been actively engaging with farmers and incorporating their concerns into the legislative process. The delegation acknowledges the urgent need to protect crop insurance, which has emerged as the top priority for farmers in their districts. Strengthening biofuel production, expanding foreign trade, and supporting the next generation of farmers are additional goals for the upcoming farm bill.

As Congress works on reauthorizing the farm bill, the collective voice of farm groups from Iowa and beyond seeks to ensure a resilient safety net that safeguards the agricultural sector from economic uncertainties and consolidation pressures.
