Ottumwa Transforms with Revitalized Downtown Schools and Community Spaces

A decade ago, Ottumwa faced challenges with declining population and economic stagnation. In 2013, with guidance from Iowa State University Extension and Outreach, the city launched efforts to rebuild its community and restore civic pride.

The transformation began downtown, where abandoned buildings and neglected streets limited growth. A $3 million streetscape project improved sidewalks, storefronts, and public spaces, making the area more inviting. More than 100 new apartments were built in vacant upper stories, attracting residents and boosting local businesses.

Education was another priority. Between 2000 and 2013, Ottumwa’s school enrollment dropped by 11 percent. Recognizing the role schools play in a community’s future, the city invested over $60 million in school infrastructure. New schools, renovations, and job training programs helped boost graduation rates from 77 percent to 96 percent.

Outdoor spaces also received attention. The city expanded its park system, adding 12 miles of trails and improving pedestrian areas. These changes encouraged outdoor activities and strengthened the community’s appeal.

Community partnerships played a vital role. The Ottumwa Legacy Foundation, city leaders, and local organizations worked together to align goals and drive progress. "No organization could do this alone," said ISU Extension’s Himar Hernandez.

The efforts paid off. By 2020, Ottumwa’s population increased by 2 percent, reversing years of decline. With new schools, thriving businesses, and expanded public spaces, Ottumwa has become a place where people are proud to live and invest.

Residents now see a city that values progress. "Anybody who visited 10 years ago wouldn’t recognize it today," Hernandez added. Ottumwa’s transformation serves as a model for community-driven revitalization.
