Navigating the Destination Iowa Fund Program

The Destination Iowa Fund (DIF) grant program is a valuable resource for eligible applicants seeking to enhance tourism and revitalize Iowa's communities. This program, managed by the Iowa Economic Development Authority (IEDA), aims to provide funding to projects that invest in vertical infrastructure, either by creating new Primary Destinations or expanding existing ones, with the goal of attracting more visitors to the state.

Purpose: Funded through legislative appropriations, the DIF Grant Program strives to increase tourism in the state by supporting projects that enhance Iowa's appeal to tourists and potential new residents. These initiatives contribute to the well-being of rural communities, promoting long-term sustainability and enriching residents' overall quality of life. The focus here is on strategic investments that not only address immediate needs but also create a positive ripple effect throughout the community.

Eligible Projects: Projects eligible for DIF grants encompass various categories:

  • Economically significant projects that boost tourism opportunities, including cultural and entertainment facilities and event centers.
  • The development and enhancement of outdoor recreational opportunities.
  • Initiatives that positively impact the quality of life in rural communities. Note that pools, splash pads, libraries, and community parks are not eligible for funding.
  • Priority will be given to applicants who haven't previously received funds from federally-funded Destination Iowa grants or other programs supporting community attraction and tourism projects since July 1, 2018. Exceptions may apply if a new project phase is introduced.
  • Projects that focus on developing new facilities or amenities will be prioritized over those primarily renovating or replacing existing facilities.

Eligible Applicants: City, county, and not-for-profit organizations are eligible to apply for DIF grant funds. Applicants can apply individually or in collaboration with other eligible entities. It's essential for applicants to have ownership of the Destination.

Ineligible Applicants: Entities that are ineligible to apply include for-profit businesses, state agencies, community colleges, regent institutions, casinos, gaming organizations, and community school districts.

Application Requirements: To qualify for a DIF grant, applicants should meet specific criteria:

  • The project seeking funding should align with a community plan or vision, with business and community leaders working together to achieve that plan.
  • The project should demonstrate broad local support, including financial investments from the city, county, and private funders.
  • The project's scope and cost estimates should be defined, with estimates not exceeding six months before the application.
  • Financing and fundraising for the project should reach a minimum of 65% of the total estimated cost.

The Destination Iowa Fund Program offers a promising avenue for those looking to elevate Iowa's tourism and rural communities while adhering to these guidelines.
